CAIR supports Carter - HAMAS meeting

12 April 2008: HAMAS has been designated as a foreign terrorist organization under the 1996 Antiterrorism and Effective Death Penalty Act (AEDPA). That law states that the Secretary of State is authorized to designate an organization as a “foreign terrorist organization” if the following three conditions are met:

1. The organization is foreign;

2. The organization engages in terrorist activity;

3. The terrorist activity threatens the security of United States
citizens or the national security of the United States.

Under the AEDPA, people who provide funds or other material support to a designated FTO are breaking the law and may be prosecuted.

Despite the FTO designation, former U.S. President Carter is planning to meet with senior officials of the Palestinian terror group HAMAS next week. Commenting on Carter’s proposed visit, a U.S. State Department official said that “U.S. policy is that Hamas is a terrorist organization; we don’t believe its in the interest of our policy or in the interest of peace to have such a meeting.”

Meanwhile, Ibrahim Hooper, communications director of the Council on American-Islamic Relations (CAIR) said “Carter’s efforts demonstrate he’s a true partner in peace.”
