Congress Shall Make A Law

November 13, 2007 : Last Thursday this website posted my article entitled Congress Shall Make No Law . I concluded that article with the question: “What say you America?” Responses to that article reveal that most Americans think it is past time for the U.S. Congress to enact some kind of counter-terrorism legislation in that regard. And, truth be told, both Republican and Democrat members of Congress in the House of Representatives and the Senate have initiated such legislative efforts repeatedly upon the commencement of the 108th, 109th (and now the 110th Congresses). Yes, in 2003, 2005 (and now in 2007) legislation was introduced - and summarily was killed without any action or even a single debate on the pertinent counter-terrorism issues. Mind-boggling to say the least.

This is even more of a quandary when in investigating them one comes to learn that all of these counter-terrorism legislative abortions have had the same title, with only the year to denote the most subtle of differences in their texts. These House Resolutions and Senate Bills have all been named the “Saudi Arabia Accountability Act of 2003, 2005 and 2007. The text summary of each has been the same:

“To halt Saudi support (i.e.: close permanently) for (Wahhabi fundamentalist) institutions that fund, train, incite, encourage or in any other way aid and abet terrorism, and to secure full Saudi cooperation in the investigation of terrorist incidents, and for other purposes.”

One such institution has prominent mention in a report carried by the Northeast Intelligence Network on the same date as my article above. The apparent inaction in this case is tied directly to the Secretary of State and her State Department, which the U.S. Congress should have some oversight of, yet the same zero sum result is evident. Why?

Why is it that our several U.S. Congresses and our State Department lack the power and ability, under the premise of American sovereignty and due the specifics of their oaths of office, to enact legislation consistent with the National Security interests of the United States of America during a time of war? What forces bear upon these elected and appointed officials in consideration of the fact that no Saudi citizen has ever been arrested, held, tried or punished in any manner whatsoever for any anti-American terrorist activity, from funding to the acts of Islamist terrorism themselves, or in consideration of the fact that in the past 7 years the Saudi’s have provided for the yearly fiscal requirements of terrorist groups such as HAMAS in excess 4 Billion dollars?

I suppose it is too much to ask that the enfranchised American electorate hold their Representatives, Senators and Government leaders accountable for these repeated acts of unconscionable idleness. As Ben Franklin stated, the Founding Fathers created a Republic. It’s up to us to keep it. Sadly, beyond the usual huffing and puffing, I’m not seeing must public interest in this either.
