Dearborn Father-Son Terrorist Duo

by Douglas J. Hagmann, Director

17 June 2005: A father and son who were convicted in December 2004 on 42 counts of fraud related charges are also under investigation for promoting and supporting terrorism, including teaching radical Islamic, anti-U.S. classes in their Michigan home.

Musa Abdallah Jebril, a Muslim cleric, and his son Ahmad Musa Jebril, an outspoken critic of U.S. policy towards the Middle East, .were arrested at their Dearborn home on September 9, 2003. At the time of their arrest, FBI agents confiscated a number of items from their home, including a framed emblem of the terrorist organization HAMAS, three shotguns and ammunition for those firearms as well as for semiautomatic weapons. Authorities also seized a family photo album depicting Ahmad Jebril dressed as a mujahideen terrorist fighter as a teenager. Ahmad Jebril has also been identified as operating an anti-American Web site urging a holy war in and against the U.S.

Between 1988 and 2003, the men bought 13 houses and two apartment buildings in the greater Detroit area and insured them for amounts well beyond their value. They were convicted of defrauding six banks of more than $250,000, and between 10 and 50 people out of upward of $400,000. The pair would utilize false identities and documentation to secure loans and opened bank accounts in the names of nonexistent companies to handle incoming funds. From 1988 to 2003, they purchased multiple properties, including an apartment building in Lincoln Park, four houses in Dearborn and seven buildings in Detroit. They would then vandalize their own properties and file insurance claims for the damages. On several occasions, the men made claims to more than one insurance company and collected twice for the alleged damage on the same property. They laundered their collections through their own bank accounts and withdrew cash to make mortgage and insurance payments. They also required their tenants, who knew them only by their aliases to pay their rent in cash and failed to report the income on their taxes.

They also reportedly created fake identification cards, including one that used the name, “Alsalafyoon Alatharyoon,” which allegedly refers to al-Qaeda. In 2000, they both were convicted of lying on vehicle titles and conspiracy to pass along false titles. Ahmad Musa Jebril was convicted on an additional charge of insurance fraud stemming from that case.

While their fraud activities were found to span a 15 year period, their anti-American activities appear to encompass the same time frame. In addition to the vitriolic anti-American classes held in their home, a fax was sent to CNN following the November 13, 1995 bombing in Riyadh, Saudi Arabia that killed four Americans, including Jim Allen of Michigan. That fax praised the bombing and was ultimately traced back to the Jebrils’ Dearborn home by federal authorities.
