Charged: Stephan M. KISHORE

31 August 2006: A college student from Trinidad was stopped near JFK airport in New York by police on Monday afternoon for a minor traffic infraction. Police pulled over Stephan M. KISHORE, 20, of 1155 Croes Avenue, apartment 3, Bronx, NY as he was driving his minivan. His vehicle was equipped with red and blue strobe lights and two U.S. Department of Homeland Security parking placards on the dashboard, and had a large police decal on the rear door of the van.

When asked for identification, KISHORE showed the officer a phony Homeland Security ID card and badge, according to prosecutors. When asked if he was a police officer, KISHORE replied, “Yes, and I’m on duty.” The officer became suspicious when he read on the back of the shield: “CopShop.com, Collectible Badge, Not For Official Use.” He is being charged with violating the city’s Administrative Code relating to firearms, using police uniforms or emblems and placing state seals and insignia on private vehicles. KISHORE has also been charged with changing the expiration date of his temporary visitor’s status on his driver’s license from August 2005 to 2006 with a red pen.

As a result, police searched his apartment and recovered a cache of weapons including two stun guns, two pellet guns and two starter pistols, a laptop computer, a laminator, blank ID cards. and forged law enforcement paraphernalia. According to prosecutors, police found 32 federal police identification cards, including ID cards for the U.S. Marshals Service, the Drug Enforcement Administration, the FBI and U.S. Customs and Border Protection, and badges for city departments, including police and correction.

KISHORE later admitted he was not a police officer and had made the ID card on his home computer, prosecutors said. He reportedly obtained his badge CopShop of Umatilla, Florida., an online mall for law enforcement selling sheriff’s office badges, state trooper patches, collectible pins and law enforcement apparel.

KISHORE, a student at York College in Queens, was arraigned Tuesday night in Queens Criminal Court on charges of criminal impersonation, forgery and criminal possession of a weapon, a forged instrument and forgery devices, stated NY District Attorney Richard Brown. He is being on $50,000 bail while awaiting a September 5 court date. If convicted on all chares, KISHORE could face up to seven years in prison.
