Breaking News: Backpack Detonated in Las Vegas ‘Strip’ Garage

7 May 2007: Initial reports from Las Vegas law enforcement indicate a backpack detonated on the second floor level of a “strip” parking garage at the Luxor Hotel, killing one person and injuring another between 4:00 and 4:30 AM local time this morning. First reports suggest that a backpack or duffel bag was “abandoned” on or near a vehicle inside of the garage, and detonated when the individual moved the bag away from the vehicle.

The Northeast Intelligence Network has a Nevada investigator at the scene, attempting to piece together the details of the explosion. It was confirmed that federal officials have secured the surveillance footage from the garage and adjacent areas. According to our investigative source, a second device might have been found following the first explosion and rendered harmless via controlled detonation by bomb squad officials, although this has yet to be confirmed.

Additional information will be posted as developed.

The Internet Jihad: Losing the war online

By Randy Taylor Independent Analyst

7 May 2007: Most people have no idea about the existence of the Internet Jihad, of what is being viewed on the internet or the lackadaisical approach being taken in combating this infection. It is a virtual world of planning murder, building bombs, perfecting terrorist, boasting accomplishments of terror and developing plans and strategies,  all at the fingertips of the perpetrator of the next terrorist attack here or abroad.

Of course there are the top ranked al Qaeda forums protected by way of passwords which only a limited amount of people who investihgae can even wiggle their way into, then there are the Jihadi Blog sites and there are of course the terrorist and insurgent groups sites which are on the web just as if they were a legitimate business. These are the ones that get me upset as they are so easy to take down and dismantle, yet we aren’t doing it. There is little to nothing being done about these sites and they are a virtual terrorist training camp for any jihadist with a computer.

I’ll give you a few here, quite public and easy to find if you simply look for them. They are listed in all the major search engines so there is no secret being divulged here with this information. Let’s look at a few examples:

http://iraqsawthaq.blogspot.com/

Note the recent May 7th date, so it’s safe to say this site is active.

http://inshallahshaheed.wordpress.com/

This Jih?d is the honor of Isl?m and it is the way to victory for Isl?m…”

http://www.iraqiasaeb.org/absartna/

Official website of an insurgent group operating in Iraq

http://islamiciraq.modawanati.com/

Good place to pick up the latest films from Islamic State of Iraq, no password required

http://arabic.jaamiiraq.com/

Official website of insurgent group Jami aka Jaami [Salahaldin Al-Ayoubi Brigades]

http://www.nasrunminallah.net/

Official website of insurgent group Jaish al-Mujahideen aka Army of the Mujahideen

http://theislamsun.com/rashedeen/

Official website of Jaish al-Rashideen

This list above is just a small, small sampling of the thousands upon thousands of jihadist websites, blogs and forums out there on the web that go completely unmolested by the authorities. I have personally bookmarked over 6,000 jihad websites over the last six years. This isn’t a mystery and this certainly isn’t classified information. The very sad part is that anyone can go to most of these sites, no passwords required and collect data and vanish without a trace.

I will not put the URL to the unprotected website up here that contains the complete set of NEMO manuals which was a series of al Qaeda manuals and films disguised by the terrorist by using the children’s film NEMO title to hide the files on the internet. But, just look around. You’ll find them. Should take you about fifteen minutes.

There is a distinct failure on the part of the people fighting the War on Terrorism to wage a full and complete war against the terrorists perpetuating there poison freely around the world, to their cells through the internet. But if there is an explosion, a subway bombing or plane hijacking guaranteed everyone will look everywhere but the actual source of the training manuals, training films, etc. Part of an effective war against any adversary is to disrupt their information flow, to disrupt their communications. When you conduct an air attack, the first thing you do is take out the radar installations. Kill the ability to communicate.

We aren’t doing it well enough. Not by a long shot. The sad part is many of these sites are based and hosted on American servers, right here in the good ole’ USA.

If you want a quick look at the Internet Jihad just enter the following wording (copy and paste) into any major search engine. The word is “jihad” in Arabic. Copy and paste this into the search engine:

??????

You will see literally thousands of listings if you conduct your search using Arabic text. It’s a window into the world of Jihad, the world of Islam and a bird’s eye view into the minds of the people that will not stop until you, your children and your grandchildren are either dead or practicing Islam.

Why did I write this piece? Because I feel we are remiss in our duties and are failing to close the al Qaeda camps hosted online. These are actually easier to shut down as it doesn’t require bombs, there is no bloodshed and even the Democrats can’t object to this warfare. At least I don’t think so. I could be wrong on the Democrats thing.

Stay safe. Be vigilant.

Western NY couple arrested for selling fake alien registration, SS cards

6 May 2007: Two residents of Dansville, New York were arrested last week for manufacturing and selling counterfeit alien registration cards and social security cards. George DANTZ, 39 and his fiance, Belkys MARTINEZ, 38 were arrested last Monday at their residence of 15 Washington Street, Dansville, NY after reportedly selling some of the false identification cards to undercover agents from U.S. Immigration & Customs Enforcement. Dansville, Livingston County, is located off of Interstate 390 about 50 miles south of Rochester, NY.

The couple face three federal charges, including violation of 18 USC Section 1028 manufacturing and selling counterfeit documents, 18 USC Section 1546, manufacturing and selling counterfeit resident alien cards and 45 USC Section 408, manufacturing and selling counterfeit social security cards.

Counterfeit identity documents such as fake alien resident cards and social security cards or passports help illegal aliens, criminals and terrorists evade detection and embed themselves in our society. Document fraud often supports the crime of immigration benefit fraud, such as welfare fraud and workers’ compensation fraud.

Officials from the U.S. Immigration and Enforcement (ICE ) Office of Investigations in Buffalo initiated the investigation following a tip from a confidential source. The couple appeared before a federal magistrate in Buffalo last week. Although DANTZ and MARTINEZ resided in the Dansville area from several years, investigation by the Northeast Intelligence Network found that both subjects have previous connections to the Lawrence, Massachusetts area. The extent of their operation remains under investigation.

Ayman al-Zawahiri: Echoes of Alexander Litvinenko

By Sean Osborne, Associate Director, Military Affairs

6 May 2007 Once again al-Qaeda’s Ayman al-Zawahiri has been seen in a video release. In this new edition al-Zawahiri mocks the American war effort in Iraq and explicitly concurs with the anti-war agenda of Speaker of the House, Nancy Pelosi (D-CA); Senate Majority Leader, Harry Reid (D-NV) - under whose leadership, in my opinion, a couple of self-serving Republicans [Chuck Hagel (R-NE) and Gordon Smith (R-OR)] defected from their party and deserted from their personal oaths of office and the engaged-in-combat armed forces of the United States. In fact, Ayman al-Zawahiri reveled in the exact same type of defeatist, anti-American rhetoric we hear coming from the vast flock of sock-puppet parrots in the mainstream U.S. print and electronic media. This is the ultimate significance of the leading ideal in the oath of office, “all enemies foreign or domestic.”

I would be remiss in not reminding the American public, as well as our allies all over the world, that when Ayman al-Zawahiri speaks the distinct harmonic echoes of the late Alexander Litvinenko’s voice are clearly audible. Listen carefully and you will hear those echoes of Litvinenko’s warnings which have been resonating in the ether for the past two to eight years now. The strongest of them all is the quoting of Litvinenko by the Polish newspaper Rzeczpospolita in the Saturday, July 16, 2005 issue.

Stated Litvinenko:

Ayman al-Zawahiri trained at a Federal Security Service (the former Russian KGB) base in Dagestan in 1998. He was then transferred to Afghanistan where he became Osama Bin Laden’s deputy. I was working in that section at the time and I can confirm the fact Zawahiri was not the only link between the FSB and Al-Qaeda.

Yes, America, every time you see, read or hear about a new communication coming from Ayman al-Zawahiri know you that his words are in the service of the Russian regime of Vladimir Putin. Putin is the latest in a string of totalitarian, communist czars whose own rhetoric and actions of late clearly identify the regime as a deadly enemy of the United States of America and our closest allies. Know you also that since 1998 Al-Qaeda under Ayman al-Zawahiri’s leadership is effectively a Russian proxy terrorist force — that the unprovoked mass-murder attacks on September 11, 2001 were planned, authorized, and executed near simultaneously with the Al Qaeda fatwa and very real threat of an “American Hiroshima” by a FSB/KGB-trained operative and tactical asset, one Ayman al-Zawahiri.

Jihad coming to the streets of America

Eight Muslim men in St. Louis charged with buying automatic weapons and explosives “We’re going to war” –Thaer Abde SUMAD, defendantBy Douglas J. Hagmann, Director

3 May 2007: The Northeast Intelligence Network has reported extensively about Muslim men inside the U.S., adhering to the Islamist ideology of jihad, preparing for war on the streets of America. The “insider” reports are very troubling and are purposely being downplayed by official sources and go largely unreported in the media. One case, however, can serve as an example of what is taking place all across the U.S. involving the procurement and disbursement of weapons to Muslim “jihadists.” On Tuesday, May 2, 2007, a federal indictment was unsealed in the U.S. federal court in St. Louis naming eight Islamic men as defendants in a case involving the buying, selling or hiding of automatic weapons, an anti-personnel mine and other explosives.

Defendant Thaer Abde SUMAD, 23: “We’re going to war”

Defendant Thaer Abde SUMAD, 23: “We’re going to war”

The case originated with the arrest of Mousa M. ABUELAWI, 22, of Creve Coeur, MO on December 29, 2006. He was charged with three counts of illegal possession or distribution of a machine gun and conspiracy to violate machine gun statutes. A superseding indictment unsealed yesterday, charges ABUELAWI and seven others with machine gun charges and charges of conspiracy, lying to the FBI and other firearms violations. The other seven defendants identified in the indictment are identified as: Thaer Abde SUMAD, 23, of Florissant, MO, Abdikarin WARSAME, 28, Charley M. HUNT Jr., 45, Darnell T. THORNTON, 25, and Hussein Ali NURE, 29, all from Jennings, MO, Mohamed JUDEH, 20, of Maryland Heights and Otha L. BAKER, 20, of St. Louis. If found guilty of the charges, the men face 5-10 years in prison.

As we reported last February, the more important aspect of this matter involves the stockpiling of weapons, including significant explosives, by core groups of Islamic terror cells inside the U.S. According to our investigation, these types of incidents are on the rise, but are being downplayed by federal officials and the media. A law enforcement source interviewed for our newsletter report stated: “Public information officers or spokesmen for law enforcement agencies are purposely downplaying and in some cases, lying outright to the public about arrests of Muslims in the U.S.,” stated one federal law enforcement official during our discussion last week. “We have been told what to say and just as important, what not to say, and warned not to deviate from that “template.’”

“We are discovering more and more trafficking in arms and even explosives, the stuff you see in the Middle East. These are the kind of things I saw after my stint in Desert Storm, when I was coming back and would see actual open-air markets where you could buy just about anything.”

This source agreed that the men involved in what has become known as the “paintball jihad” case are good examples of activities by Muslim men in the U.S. that is on the rise. In addition to buying weapons and whatever else they can get their hands on, they are practicing urban combat. Since it has become more difficult for them to leave the country or train with actual weapons, they will get together and train using paintball guns. They will engage in paramilitary-style training right under our noses, and lie about it to our faces. They are protected, in some cases, by the religious Imams, some who even encourage or schedule such outings.

“We’re talking about professional Muslim men, mosque leaders, leaders within our communities who are actually helping young men train for the eventuality of urban combat. They know what they are doing, yet they lie right to our faces about these activities- and we’re told by our supervisors that we have to accept what they tell us at face value when they know damn well they are lying.” This federal official also added that they have to be cautious about what they write (in terms of reports, investigative files), and are told to write them as if they would be given to the local mosque. “In some cases, I think they are [showing Muslim leaders sensitive files].”

In the case of ABUELAWI and the other seven defendants, the men met at gas stations located in north St. Louis between August 2006 and January 2007 to buy or transfer automatic weapons and explosives. In the original documents charging Abuelawi, Sumad is quoted in a meeting with ABUELAWI and a government informer as saying that “he wants to buy as many explosives as possible because, ‘we’re going to war.’”

The Islamist terror threat and “Internet Bloggers” - misinformation via anonymity

An editorial by Douglas J. Hagmann, Director

2 May 2007 It is unfortunate, sad and perilous for people in the United States, Canada and all Western countries to underestimate the threat of Islamic terrorism a half-decade after the 9/11 terrorist attacks, but that is precisely what is taking place today. It is equally sad, but not surprising to watch the cracks in the wall of commitment in the fight against Islamic terrorism widen among the American population with respect to the war in Iraq to the seriousness of the threats of terror attacks looming large in the U.S. and Canada. The fight against Islamic terrorism among the general population has evolved from fatigue to malaise and in some cases, to skepticism, which is exactly what our enemies, who have been domestically entrenched in our society for decades not only predicted, but planned for and are currently exploiting in our post 9/11 mindset.

The well orchestrated propaganda efforts by masters of spin including the Council on American Islamic Relations (CAIR), the Muslim Public Affairs Council (MPAC), and other Islamic entities are paying off in spades, preying on the short attention span, lack of resolve, and even the good will of the American people. Their efforts are facilitated by an administration that has been manipulated from the onset by the unconventional nature of our enemy and the asymmetrical warfare tactics they employ on the domestic battleground. As the administration continues to send mixed signals on the core of the fundamentalist Islamic ideology as it relates to terrorism, the mainstream media apparatus marches in virtual lockstep down the less challenging and socially comfortable road of political correctness. They are quick to squelch the possibility of the fundamentalist Islamic ideology being the cause of - or motivation for - murderous events in this country on nearly any scale, except for those few too obvious to deny.

The doctrine of “Personal Islamic Jihad” remains a mere myth among most in the media, many in law enforcement, as well as some of the most educated but naive pundits in this country. Examples of such incorrect assessments include but are not limited to Joel Henry Hinrichs III TATP backpack bombing, where substantial evidence of his malevolent intentions exist despite the inane but persistent assertions of Oklahoma University President David Boren and the public disinformation operatives of the federal government. One only has to talk with those front line law enforcement officers who were at the scene and executed the search warrant on his apartment to understand the level of misinformation being spoon fed to a populace already tired of the talk of terrorist threats.

Another recent example is the case of Sulejman Talovic, the 18 year-old Bosnian immigrant who killed 5 people at the Trolley Square Mall in Salt Lake City, Utah. Ask nearly anyone shopping in any mall in America today and they will tell you that Talović was simply a mentally disturbed individual and the murderous spree had nothing to do with revenge for the fate of some of his Islamic family members in Bosnia, despite unpopular evidence to the contrary. The fact that his first choice of targets was those attending services at the Mormon Conference Center the previous Sunday is conveniently omitted or denied.

The skepticism that Islamic jihad is present in the US and Canada, and Islamic terrorist operatives are living and working among us is also being fueled by unexpected but growing threats to the truth in the form of alternate informational sources on the Internet. We live in a time of asymmetrical warfare where information about Islamic terrorism and the seemingly ubiquitous presence of Islamic terrorists, facilitators and sympathizers is already being compromised by everyone from high-ranking intelligence officials to the major media under the constraints of political correctness. While the power of the Internet for use as a propaganda, command and control tool, and communication method by Islamic terrorists, sympathizers and financiers is undisputed by intelligence and defense officials, less obvious threats to the dissemination of the truth exist and continue to grow unchecked under the radar.

In particular, Internet “blogging,” or the posting journal type opinions has experienced remarkably explosive growth on the Internet. This is favorable in an open society and is an asset to the academic discussion of diverse opinions. Some bloggers take an obvious favorable position toward violent Islamic jihad, posing little threat of deception with respect to their agenda. The more insidious threat, however, arises from bloggers who portray themselves as authoritarians on the war waged by Islamic terrorists while misrepresenting facts associated with incidents and activities potentially related to Islamic terrorism. The problem is exacerbated by these very individuals who conveniently choose to mask their true identity and cower behind Internet aliases, preventing any scrutiny of their background or credentials. This facade permits them to recklessly and anonymously assail well researched facts without having to prove their qualifications to do so. The line between opinion and research soon becomes unrecognizable and blurred as the public becomes victims of informational overload. The more pernicious bloggers range from being contemptibly derisive in matters involving the goals and activities of our enemies to shills who are complicit in the spread of disinformation. The danger, of course, is that some people, even the most discerning, are listening.

In a time of war, downplaying the threat to the security of our nation, our families and our very way of life is detrimental and dangerous. Doing so under the cover of anonymity, is cowardly and shameful.

As the director of the Northeast Intelligence Network, it is my sincere hope that the true agendas of CAIR, MPAC, and other Islamic organizations is made known to everyone in America. It is my hope that all activities conducted by Islamic terrorists, their sympathizers, financiers and facilitators that operate in the shadows of our democracy are exposed. It is also my hope that those Internet denizens whose primary agenda seem to be downplaying the threat of Islamic terrorism are exposed for who and what they truly are, despite their cowardice and cloak of anonymity. In fact, it is my objective, as the alternative to those we leave behind is unacceptable.

Does this sound alarmist? I hope so. Of course, you can always ask yourself that question the next time you try to hail a cab at the Minneapolis Airport, use the men’s rest room at the Kansas City Airport as you make your way around the wash basis installed especially for Muslim men, walk by the recently installed Islamic prayer room at the Meadowlands Stadium, or worse, watch the cable news as rescue workers treat innocent bystanders of the next person wearing a backpack of TATP at a college football stadium. Otherwise, you can continue reading reports of how alarmist we are by those who remain anonymous, whose credentials and professional experience you cannot examine, but downplay the threats posed to our nation.

In asymmetrical warfare, the dissemination of truth, however inconvenient and uncomfortable, must never be marginalized by its purveyors. And in order to disseminate the truth about our future as Americans, we don’t have the luxury of anonymity. The threat is too great, the stakes are too high, and the battle is too great for cowardice.

CAIR seeking DHS Grant Money “to protect U.S. mosques, Islamic centers from terrorists”

By Douglas J. Hagmann, Director

CAIR eyes share of $24 million of DHS grant moneyThe Council on American Islamic Relations to use “hate crime data” to have U.S. taxpayers fund security and “target hardening” at U.S. Mosques and Islamic Centers, all of which are considered “vulnerable to terrorist attack,” according to CAIR.

BACKGROUND1 May 2007: For the last several years, the Council on American Islamic Relations (CAIR) has been working overtime to obtain “protected victim status” for American Muslims, citing numerous incidents of dubious validity as examples of “hate crimes” against Muslims. Renowned author Robert Spencer of Jihad Watch addressed this very issue in an article dated May 18, 2005, citing the research of Dr. Daniel Pipes and Sharon Chadha that suggests a deliberate misrepresentation and exaggeration of CAIR’s statistics. A brief audit of CAIR’S annual report by Dr. Pipes and Ms. Chadha found instances of “bogus” entries, or inclusions of incidents that were distorted, thus causing it to appear that “anti-Muslim hate crimes in the United States” have risen dramatically. In 2005, consequently, headlines in the mainstream media screamed “Muslims Report 50% Increase in Bias Crimes.”

Based on my recent review of CAIR’S latest incidents and figures that are compiled to suggest that American Muslims are targets of “hate crimes,” violence and attacks because of their religious beliefs, it appears that CAIR is continuing their practice of including unsubstantiated and highly questionable incidents that cause an inflation of these “hate-crime” statistics.

My review of CAIR’S civil right’s report the Status of Muslim Civil Rights in the United States (2006) found a number of incidents of questionable veracity that appear to serve only to inflate the bottom-line number of “attacks” against American Muslims. One such incident is prominently featured on page 43 of the report, and includes a reprint of an article that appeared in the May 5, 2006 edition of the Arizona Daily Star. This article was published in response to a CAIR press release dated May 2, 2006 titled “CAIR-AZ Muslims Accosted By ‘United 93? Viewers.”

Using my experience as a veteran investigator, I personally conducted an investigation into this incident, finding no tangible evidence to support the claims asserted by the purported victims.*

In addition to questionable or unsubstantiated “threats,” closer inspection of the report also found that the statistics are further inflated by publicly made “Islamophobic” remarks and various forms of perceived discrimination that hardly rise to the level of “attacks,” or by definition, criminal activity against Muslims, mosques or Islamic Centers located inside the United States. Unfortunately, it is common practice for the media – and even our own government to accept the information contained in CAIR’S reports as being factually accurate without independent verification.

Now, it appears that the recording of such purported incidents will be used to secure taxpayer money furnished by the United States Department of Homeland Security under the Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). CAIR is working to insure that all 501(c)(3) mosques and related Islamic properties in the U.S. are actively pursuing funding from the U.S. government (in other words, from the U.S. taxpayers) “for target hardening activities… that are deemed at high risk of a potential terrorist attack.” In other words, CAIR is asserting that mosques and Islamic centers in the U.S. are at risk of sustaining a terrorist attack and therefore, qualify for grant money offered by the Department of Homeland Security to prevent against such terrorist attacks.

DHS SECURITY GRANT MONEYIn a press release dated April 27, 2007, the U.S. Department of Homeland Security announced that nonprofit organizations are eligible to apply for funds as part of the Fiscal Year 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This grant program will provide over $24 million to eligible 501(c)(3) organizations who are deemed “high-risk of a potential international terrorist attack.”

On April 29, 2007, the Council on American Islamic Relations (CAIR) sent an announcement to all of its chapters, urging “all eligible 501(c)(3) American mosques and other Islamic institutions to begin the application process to receive training and to purchase equipment such as video cameras, alarm systems and other security enhancements” through the grant program offered by the U.S. Department of Homeland Security.

According to the DHS announcement, this grant is “an important component of the Administration’s larger, coordinated effort to strengthen the Nation’s overall level of preparedness [against terrorist attacks].” The grant process is intended to provide funding to strengthen the security of nonprofit organizations that are deemed at high risk of a potential international terrorist attack. According to the DHS security grant program, the criteria for determining eligible applicants who are at high risk of terrorist attack include, but are not limited to:

- Identification and substantiation (e.g. police reports or insurance claims) of prior threats or attacks against the nonprofit organization or closely related organizations (within or outside the U.S.) by a terrorist organization, network, or cell;

- Symbolic value of the site(s) as a highly recognized national or historical institution that renders the site a possible target of terrorism;

- Role of the applicant nonprofit organization in responding to or recovering from terrorist attacks;

- Findings from previously conducted risk assessments including threat, vulnerability or consequence.

Based on the above criteria, it would seem unlikely that the developers of this program had mosques and Islamic Centers inside the U.S. in mind when considering potential targets of international terrorists. Nonetheless, CAIR is actively promoting mosques to apply for such funding, using the statistics of anti-Muslim bias compiled by CAIR to obtain the grant money.

If left unchecked, it is a good possibility that U.S. taxpayers will soon be paying for security enhancements at mosques and Islamic centers.

CAIR ANNOUNCEMENT - 04/29/07

DHS ANNOUNCES $24 MILLION AVAILABLE TO NONPROFIT ORGANIZATIONS TO STRENGTHEN SECURITY THROUGH UASI PROGRAM

The following information was released by the Department of Homeland Security:

The U.S. Department of Homeland Security (DHS) announced today that nonprofit organizations in the 46 designated UASI areas are eligible to apply for funds as part of the fiscal year (FY) 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This grant program will provide more than $24 million to eligible 501(c)(3) organizations who are deemed high-risk for a potential international terrorist attack.

Grants will be awarded to nonprofit organizations through their eligible State Administrative Agency (SAA) according to criteria that includes:

Prior identified and substantiated threats or attacks toward the nonprofit or closely-related organization, either within or outside the U.S., by a terrorist organization; Symbolic value of a site as a highly recognized national or historical institution that renders it a possible terrorist target; Organization’s role in responding to or recovering from terrorist attacks; and Organization’s credible threat or vulnerability, as well as the potential consequences of an attack, as determined by a previously conducted risk assessment.

The federal grant funds must be used for target-hardening activities, which can be accomplished through training or the purchase or installation of security equipment on real property owned or leased by the nonprofit organization. Allowable equipment is limited to physical security enhancements (e.g. alarm systems, bulletproof doors or windows) or inspection and screening systems (e.g. walk-through magnetometers and conveyor-belt x-ray systems used to screen personnel and packages for hazardous materials or devices).

Additionally, nonprofit organization security personnel may use NSGP funds to attend security-related training courses and programs. Allowable training-related costs under NSGP are limited to attendance fees for the training, and related expenses, such as materials, supplies, or equipment. Allowable training topics are limited to the protection of Critical Infrastructure/ Key Resources, including physical and cyber security, target-hardening, and terrorism awareness/employee preparedness. Not all eligible nonprofit organizations and UASI communities are guaranteed to receive funding under the FY 2007 NSGP. Allocation decisions will be made based on risk and how well applicants address program requirements through their investment justifications.

Nonprofit organizations must submit applications through their SAA to be considered eligible for an award of up to $100,000. Nonprofit organizations must agree to match 25 percent of federal grant funds in cash or through equivalent, related training. In the case of training projects, awardees must meet the matching requirement through cash. For example, the costs of training security guards on new screening equipment purchased under the grant would meet the match requirement.

In FY 2005, DHS awarded $25 million to 18 high-risk urban areas to support security improvements for nonprofit organizations in their jurisdictions. Together with the FY 2007 grants, DHS direct support to safeguard nonprofit organizations now totals over $49 million.
SAAs must submit applications for the FY 2007 UASI NSGP online at www.grants.gov by 11:59 p.m. EDT on June 22, 2007.

For more information on the FY 2007 UASI NSGP and other DHS grant programs, visit www.dhs.gov.

ACTION REQUESTED:

All eligible 501(c)(3) American mosques and other Islamic institutions are urged to begin the application process to receive training and to purchase equipment such as video cameras, alarm systems and other security enhancements.

*An investigation of the incident at the Desert Ridge Marketplace

15 May 2006: The press release states that “several young Muslim women were verbally abused by two people” at the Desert Ridge Marketplace in Scottsdale, Arizona, allegedly after the offending couple watched the Movie “United 93.” Later in the article, it was noted that the purported “victims” were three females attired in traditional Muslim garb, one who happened to be Bushra KHAN, the office manager of the Council on American-Islamic Relations’ Arizona chapter. According to the report of the incident, all three women “feared for their safety” and felt very threatened by this unidentified middle-aged couple. Following this alleged incident, CAIR issued a nationwide press release about the potential backlash from the movie, using this alleged event at the Desert Ridge Marketplace as an example of the anti-Muslim bias that United 93 would create.

As a veteran investigator and the director of the Northeast Intelligence Network, I noted a couple of “red flags” pertaining to the alleged incident at the Desert Ridge Marketplace, and chose to investigate the matter myself to verify the details as provided by CAIR. To that end, on 10 May, 2006, I contacted the police department responsible for the protection of the citizens who visit this upscale mall to obtain a copy of the police report of this incident. As Ms. Khan and her companions expressed a genuine fear for their safety, it would not only be reasonable, but prudent to request police assistance when confronted in such a manner. Further, a review of the police report would provide additional avenues of investigation into this alleged verbal assault reportedly caused by the film “United 93.”

It was discovered that despite the level of fear expressed by the three young women, no police report exists. Thinking that the women at least requested assistance from the security employed by the Desert Ridge Marketplace, I contacted that office on two occasions to inquire about the incident.

“This is the first I’ve heard about it,” stated the officer answering the telephone on May 10, 2006. “If something like that did happen, we would probably know about it, most definitely,” he added. At his urging, however, I contacted the officer in charge on the following day to see if any report of the incident was on file.

“We have no record of the incident. No one from our security detail responded to any complaint as you described,” he stated. “I can’t say that it didn’t happen, but if it did, we were never notified or called for assistance,” added the officer in charge.

In summary, it appears that the incident of verbal abuse that allegedly took place on or about April 29, 2006 was not reported to anyone outside of the CAIR organization despite the level of fear the victims expressed and the concern this incident has caused on a national level. My investigation also failed to find any independent corroborating evidence that the verbal assault alleged by these three young Muslim women, one who is a CAIR employee, occurred in the manner in which it has been publicly reported. Given the attention this incident caused at the time and the genuine fear expressed by the purported victims, I found it unusual and suspect that no police report was filed, no incident report was filed with mall security, no request for assistance was made to mall security who, according to the operators at the upscale mall, have a “visible presence” on the property. Furthermore, additional investigation failed to find any independent confirmation of this incident of verbal assault - an incident (or its aftermath) that if it occurred as described, should have been witnessed by others. Again, no such evidence was found during the course of my investigation. From a professional investigative viewpoint, absent of any additional evidence, I must question whether the incident took place as described and as included in CAIR’S annual report of anti-Muslim bias.
